Providing the best resource for PA local  business tax collectors.

The Association was formed in 1979.  Our stated purpose is to discuss mutual problems, share experiences and work toward uniform standards in the administration, enforcement, and collection of Business Privilege and Mercantile Taxes.  Where possible, the association strives to promote uniformity of rules and regulations, interpretations, and objectivity in the administration of Pennsylvania local business taxes. 


Through our annual tax conference the association provides actionable tips to discover new business and improve voluntary compliance which has helped members increase their overall collections. 

Membership in the association comes with many benefits including our email blasts reporting on news and developments in the PA local business tax arena.  Annual membership in the association costs only $50 per year.  Associate memberships are available for accountants and attorneys representing municipalities at the reduced rate of $40 per year.

Our Mission

Inform and Educate

Members are kept informed of significant  developments in the PA local business privilege tax arena through email updates.  Members also hear from knowledgeable speakers at our two and a half day annual conference which offers up to 12 CPE/CLE credits for accountants at a reasonable cost.


02. Advocate

The Association and its members have weighed in on legislation affecting local tax collectors. We further endeavor to educate policy makers as to the intricacies of local gross receipts taxation whenever possible 


03. Network

The association's membership consists of active business tax collectors from all over the state.  Our associate members are attorneys, auditors and accountants that do significant work with Pennsylvania municipalities.  The association fosters the building of professional relationships through our annual tax conference.  Activities include a luncheon, banquet and a networking activity.
